Offenders are specially exempted from hard labour, though not from any other form of labour as defined by Rule 257 (No 1 Labour). The crank formerly employed in the Prisons of this Country was regarded as the most detestable form of Penal Labour. I assume, however, that the Hongkong crank is of a different pattern.
17. After Rule 274 the following new Rule should be inserted: «Junior ... Catmen shall hard labour &c low diet be combined.»
